john mccain favored cap and trade. all of that has been undone and destroyed as the republican party has put this in this shrinking denial of the political strain. i think the president was trying to point that out and that's why john mccain felt uncomfortable. >> sitting between two democratic senators and wishing he wasn't. he said i am not going to urge congress to act, i recognize they might not, but he threatened to go it alone and do something on his own. how significant do you think those were if congress couldn't get it done? >> this is a huge sleeper policy. the supreme court has found that there is the epa could regulate the clean air act. there could be a cap and trade kind of regime. they would have to structure it differently, which means the executive and conservatives have been fighting tooth and nail to be sure it doesn't happen. if there is little political coverage in congress, it is the threat of uni rival action that has some republicans and lobbyists on the hill scurrying because they are worried a

when john mccain comes in as a critic and ends up having to defend chuck hagel because of the very sharp attack from ted cruz. let's watch. >> we saw with his nomination something truly extraordinary which is the government of iran formally and publicly praising the nomination of a defense secretary. i would suggest to you that is unprecedented to see a foreign nation like iran publicly celebrating a nomination. >> i want to put on the record that this senator feels like that senator cruz has gone over the line. he basically has impugned the patriotism of the nominee. >> senator hagel is an honorable man. he's served his country, and no one on this committee at anytime should impugn his character or his integrity. >> so, chuck todd, ted cruz has made a mark already. this isn't the first instance? >> no, he's not. i've been thinking about this, this new -- if you want to say this is more evidence. but you know, i remember a young rick santorum coming in breaking some traditions. >> boy, did he. >> breaking when he did this, three, four, five years later when he realized that was sort of o

and john mccain god bless him is rising to the occasion. and i haven't had many nice things to say about mccain in the last few years. it is separating out the attack dogs and the really vicious people from the people who are merely obstructionists. anyway, marco rubio missed a big moment last night. it's not about the drink of water. it comes down to the fact they do not understand that this new democratic electorate, latinos, women, african-americans, asians, young people. they like government. they really believe that government has a role in their lives. and they also know something that white voters have forgot. and that is that government created the middle class the first time around. only they mainly did it for white men, basically. and we can do it again for this next america. they get that. and marco rubio looks different, has a different name, says nice things about government, but it's the same old warmed over yafer or tea party nonsense. >> yeah! that's my point, joan. he's not saying anything new. he's saying i'm a latino, i c

you have john mccain coming to chuck hagel's defense. >> good for john mccain. >> good for john mccain. you have stepped over the line. >> there's been a pattern with the hagel debate of people going beyond legitimate public debate. we saw it on the charges of anti-semitism. now illegal money or whatever. there's a legitimate debate to have about chuck hagel or any other nominee. this is way past that. but there's an irony here. hagel, in part, got this nomination in order to bridge the partisan divide. it was supposed to be someone who would appeal to republicans. instead he gets reported out with a straight party-line vote. no republicans supporting him. this cannot be what anyone in washington intended. >> i know. john heilemann, i hate to keep bringing him up because i hate bringing up somebody simply for bad behavior, but i'm absolutely flummoxed by ted cruz's short-term and long-term political strategy. you know, mark halperin told me before he got sworn in, he was a very smart guy, a bright guy, a harvard lawyer. i just don't -- this is a guy that could have such a positive impa
